Skills and Qualifications

• Bachelor’s degree in development studies, political science, social science, urban management, architecture and planning, social communications, or related fields (required).
• Advanced degree is an advantage.
• Minimum 2 years of relevant and progressive experience in:
• Urban development, environmental, climate change, or socio-economic domains
• Capacity development, coordination, communications
• Experience in consultations / event facilitation is an asset.
• Experience coordinating project activities with:
• Development partners
• National and local government
• Communities, youth, and women groups
• Experience with international organisations, UN agencies, institutions, or think tanks (advantage).
• Knowledge of Sustainable Development & SDG frameworks (preferred).
• Excellent written and verbal communication skills.
• Strong organizational, proactive, and independent working skills.
• High computer literacy (Word, Excel, PowerPoint, Teams; Google Drive, Docs, Sheets, Forms).
• Social media familiarity (Instagram, LinkedIn, Facebook, Twitter/X).
• Content production experience desirable.

ExperienceMinimum 2 years of relevant and progressive work and research experience in development, urban, environmental, climate change, socio-economic, capacity development, and communications.

Organisation Details

UN-Habitat is the United Nations agency responsible for sustainable urban development. In Azerbaijan, UN-Habitat works with the Government and SCUPA to strengthen sustainable urbanization, develop National Urban Policy (NUP), support climate adaptation projects, advance reconstruction planning, and co-lead the World Urban Forum 13 (WUF13) scheduled in Baku from 17–22 May 2026.

Job Description

1. Programme Coordination & Implementation
• Support operational management of project activities as per work plans and budgets.
• Liaise with ministries, municipalities, academia, and civil society stakeholders.
• Assist in preparing work plans, progress reports, and project documentation.
• Track deliverables, timelines, milestones (including WUF13).
• Maintain organized files, correspondence, and records.
2. Research & Policy Support
• Conduct background research, thematic analysis, and data collection on:
o Urban planning, housing, climate change, mobility, rural–urban linkages, accessibility, etc.
• Prepare analytical summaries, briefing notes, and national report inputs.
• Contribute to drafting knowledge products (case studies, policy briefs, thematic notes).
3. Stakeholder Engagement & Event Management
• Support national/local consultations, workshops, seminars, and training sessions.
• Prepare concept notes, agendas, logistics notes, invites, and participant coordination.
• Manage pre- and post-event surveys, documentation, and reports.
• Coordinate on-ground operations and vendor/service provider follow-up.
4. Communications & Visibility
• Support preparation of the Communication & Visibility Plan.
• Draft social media posts, newsletters, and press releases.
• Document National Urban Policy activities for advocacy.
• Provide photography, short video content, and event media support.
• Act as focal point for national programmatic coordination.
5. Monitoring & Reporting
• Maintain results-based monitoring tools, indicators, and progress trackers.
• Assist in preparing quarterly and annual reports.
• Support evaluation, knowledge sharing, and lessons learned documentation.
6. Other Duties
• Perform additional tasks as assigned by the supervisor.
