Skills and Qualifications

• Post-graduate degree in Urban Planning, Urban Management, Economics, Public Policy, Learning & Development, Human Resource Development or any other allied fields; • Minimum 3 years of professional experience in development projects implemented by national / international NGOs/ UN bodies/ Governments/ Bi-lateral agencies or Consulting firms; • Demonstrated experience in designing tools and strategies for data collection and analysis; • Experience in dealing with Municipal Governments, Smart City SPVs or any other Government agencies in India; • Excellent drafting and documentation skills; • Strong communication skills in English and Odia; • Responds positively to critical feedback and differing points of view; • Demonstrates openness to change and ability to manage complexities.

Organisation Details

The objective of the Smart Cities Mission, launched in 2015, is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. The Smart City Mission represents an important shift in the Government of India’s (GoI) urban sector policy, which aims at promoting smart integrated urban projects to improve the economic attractiveness of cities; as well as strengthening Urban Local Bodies’ (ULBs) technical and financial management capacities. Financed by the French Development Agency (AFD) and the European Union (EU) and supported by Ministry of Housing and Urban Affairs (MoHUA) and National Institute of Urban Affairs (NIUA), the ‘Program to fund Smart City projects through a Challenge Process’ aims at putting in place complementary instruments to the Smart Cities Mission to provide a financial incentive and technical support to demonstrative projects. The program has three components namely – • CITIIS (City Investments To Innovate, Integrate and Sustain) at City Level; • Capacity Development activities at State Level; and • Promotion of Integrated Urban Management at National Level. City Investments to Innovate, Integrate and Sustain (CITIIS) is the main component of the Program, it intends to bring financial and technical support to 12 selected smart city projects across India. A specific call for projects was launched in order to select smart city projects that would benefit from the additional Government of India grant financed through a EUR 100 million loan from AFD and EUR 6 million grant from the European Union. Along with the financial support, the selected projects’ SPVs will benefit from long-term international coaching to support the development and implementation of the project.

Job Description

The State Program Officer – CITIIS (Odisha) will support the senior team members in day-to-day activities including programmatic and operational tasks. The responsibilities of the incumbent shall include, but will not be limited to:• Liaison with Urban Local Governments in Odisha for providing regular support to project activities and monitoring of progress;• Support in conducting an in-depth training needs assessment of the local officials and develop strategies to address these capacity building needs;• Develop a systematic repository of local government officials across Odisha that could be beneficiaries of the capacity building activities;• Support in building a network of training institutes, grassroot organizations; and institutionalize a capacity building platform for managing trainings in Odisha;• Managing overall logistics and ensuring successful delivery of the capacity building workshops;• Developing the training evaluation through employee feedback post trainings;• Support in the operationalizing of technical assistance program viz the Transversal experts. Transversal experts (EY, TERI and AECOM) have been procured by NIUA to provide on-demand technical assistance to key Municipal Governments in Odisha.• Report monthly, quarterly, half-yearly and annual progress on all program activities as per the requirements of MoHUA, AFD, European Union and the Govt of Odisha.
