Skills and Qualifications

• Completion of a university degree in Architecture, Landscape Architecture, Urban Planning, or related field – or a combination of education, training and experience deemed equivalent.
• Minimum eight (8) years’ experience in design, construction, and operations of transit facilities.
• A valid Ontario Class G driver’s license and a clear driving record for the past five years
• Operations, maintenance, and construction management standards and practices, including the ability to understand construction, operating, and maintenance documents, including working drawings and specifications.
• Problem solving and analytical skills
• Interpersonal, negotiation, and highly developed oral/written/presentation skills to contribute technical, operational, and customer experience expertise for Station & Facility infrastructure design projects
• Knowledge of contract law, Ontario Environmental Assessment Act, Ontario Building Code, and the Occupational Health & Safety Act is considered an asset
• Experience designing for the movement of people through complex structures or urban areas
• Knowledge of multi-disciplinary engineering design theories, concepts, principles, and practices relevant to transit facilities is considered an asset
• Knowledge of property and facility management is considered an asset
• Fluency with Microsoft Word and Microsoft Excel
• Ability to use Microsoft PowerPoint, Microsoft Visio, and/or Adobe InDesign is considered an asset.

Job Description

• Reviews and coordinates input into Stations & Facilities infrastructure projects to facilitate cost effective delivery of quality customer experience and efficient station operations by:
• Conducting comprehensive design review to integrate station physical infrastructure features (e.g. civil, architectural, structural, mechanical, electrical, illumination, communication, acoustic, signage, landscaping, urban design, and equipment and furnishing), and optimizing physical infrastructure for quality customer experience and efficient operations
• Analyzing proposed design alternatives and options and assisting in making final design plan recommendations from an overall holistic view of station operations excellence and existing standards
• Reviewing designs and inspecting site conditions throughout all design development and construction phases, and identifying and resolving problems or issues of concern for Metrolinx customers that result from pending, current, or future construction activities
• Envisioning project scope of work, initiates, prepares and presents terms of reference for execution, and subsequent addenda for agreements governing the engagement of consultants
• Generating in-house design concepts, standards, procedures, and consultant terms of reference on Stations & Facilities infrastructure projects
• Acts as subject matter expert for Stations & Facilities designs and customer experience excellence, to ensure all Stations & Facilities capital projects and programs for new, replacement or enhanced physical infrastructure optimize customer experience, satisfy internal user group requirements, incorporate external agency requirements, and serve public interests.
• Provides administrative, design, editing, technical, estimating and prioritizing advice and expertise through all project design development and construction stages; being customer experience centric throughout the course of each process, with the goal to improve the customer experience.
• Periodically visiting Metrolinx Stations & Facilities that are under construction to monitor customer experience and site safety during construction; inspecting the site from the customer’s perspective for clear and concise construction signage, minimal customer inconvenience, and well protected construction zones, reporting deficiencies as required.
• Reviewing and evaluating consultant studies, reports, design proposals, specifications, and contract documents for compliance with Metrolinx policies, procedures, and standards, and to provide superior customer experience and efficient Stations & Facilities operations.
• Actively participates in corporate infrastructure initiatives to improve standards, to ensure the customer experience interest is maintained or enhanced wherever possible.
• Defines design standards and procedures for carrying out uniform reviews of all Stations & Facilities structures and project designs, endorsing operational efficiency and a safe and exceptional customer experience in all designs.
• Developing annual and multi-year project budgets and schedules for management approval and managing fixed project costs and programs accordingly.
• Analyzes and recommends staff and resources to ensure availability for project and contract work.
• Advises other employees on topics related to the incumbent’s area of expertise, but does not guide employees in their day-to day activities.
