Organisation Details

In the framework of the 1972 Convention, the activities proposed aim at supporting the State Party in addressing priority World Heritage Committee recommendations for Jordan’s World Heritage properties through the preparation of urgent conservation interventions at Um AlRasas. This activity will also focus on strengthening the national capacities in the technical application of the World Heritage Convention. In previous years, management planning strategies were developed for Um AlRasas, with the last management plan developed by the UNESCO Jordan office in 2016, but none of them were fully implemented, and several critical conservation issues emerged as reported in the last World Heritage Committee decisions (42, 43, and 44 COM). Immediate actions are therefore required to ensure the maintenance of the property’s integrity with priority placed on the stabilization of the Byzantine Stylite Tower, the only still free-standing monument of its kind in the Middle East. After being hit and partially destroyed by several historical earthquakes (the last in 1927), the tower has been affected by structural stability issues and has been under close monitoring since 2015. A joint geotechnical, geophysical, and geo-structural analysis undertaken in 2014 by ISPRA and ENEA concludes that the tower is highly vulnerable under a credible earthquake, and as such urgent measures are required to ensure its further stability against seismic events.

Job Description

The overall objective of this assignment is to develop a preliminary design for the stabilisation of the Stylite Tower at Um AlRasas, in line with the World Heritage Committee DecisionWHC/21/44.COM/7B.129, which states: ‘The design of the proposed structural consolidation programme for the Stylite Tower will be developed in conjunction with the UNESCO Amman office, based on the earlier technical studies previously submitted to the World Heritage Centre [..] It is recommended that the Committee reiterate the need for the submission of a works proposal to the World Heritage Centre before the works commence’
