Skills and Qualifications

Education:
• Advanced Master’s degree in cultural and creative industries, cultural policy, anthropology, social sciences, or related field

Work Experience:
• At least 2 years of experience conducting research related to creative and cultural industries
• Deep understanding of the cultural rights and needs of artists in transit, especially in Egypt and Palestine
• Strong professional network with Palestinian artists/organizations in Egypt
• Experience working within Arab states preferred

Skills & Competencies:
• Excellent research, report-writing, and academic publication skills
• Ability to develop surveys and conduct stakeholder interviews
• High proficiency in MS Office and online communication tools
• Strong communication and presentation skills
• Ability to work under pressure and deliver within a tight timeframe

ExperienceMinimum 2 years (with specialization in cultural policy, CCI, or displaced artists)
SalaryMilestone-based (to be proposed by applicant); NA for exact amount

Organisation Details

UNESCO Cairo Office promotes and protects cultural expressions, heritage, and artist rights across Egypt and the Arab States region. Under its Culture in Emergency programme, it supports displaced artists through policy engagement and creative empowerment.

Job Description

The Consultant will develop two major outputs:

A Needs Mapping Report (max 25 pages) assessing the socio-economic and creative contexts of displaced Palestinian artists in Egypt

A Policy Brief (1000 words) recommending interventions for UNESCO and its partners

The report will analyze key areas such as legal status, artistic identity, economic activity, visibility, support networks, and capacity-building needs. The assignment duration is 10 working days within 1 month of engagement.
