Skills and Qualifications

• University degree in environmental sciences, economics, engineering, or related fields. Preferably at post graduate level or its equivalent
• At least 6 years of work experience, including international level, in the development, design and management of climate change adaptation and low-carbon related projects, DRM, climate technology, climate change policy, climate finance, and project development work.
• Understanding of climate change analysis and policy, including international climate change negotiation history, set-up of global frameworks, and country policy positions as well as national climate policy implementation arrangements.
• Excellent written and verbal communication skills in English is required.
• Practical international experience working in a development context is preferred, especially in the Asia and Pacific region.
• Strong multidisciplinary competence combined with substantial and demonstrated expertise of applying climate change adaptation or low-carbon considerations within one or more specific sectors/area.
• Familiarity with operations, policies, and procedures of multilateral financial institutions is preferred.
• Ability to utilize and share relevant knowledge to benefit the broader ADB community and support south-south knowledge transfer.
• Must be a strong team player and an efficient negotiator.

SDCD leads the Bank’s work in responding to the growing need for innovative policies, institutions, and investments to lead the region to a low-carbon, climate, and disaster resilient future; and supports ADB’s operations departments (ODs) to develop and implement climate and disaster resilience projects, integrate disaster risk and climate change considerations into their broader portfolio of projects, and access climate financing.

Job Description

Job Purpose

The Climate Change Specialist will support climate change and disaster risk management (DRM) in ADB’s operations. The aim of these positions is to help ADB to achieve bankwide and departmental climate change strategies, targets, and plans. The positions will provide the climate change expertise to support four ODs’ activities relating to low-carbon development, climate adaptation and DRM in their respective regions of Asia and the Pacific (the four regions are Central and West Asia, Southeast Asia, East Asia, and the Pacific). The specialist will: (i) engage with national and regional agencies to lead and/or facilitate dialogues on climate change policies and plans including, but not limited to, Nationally Determined Contributions (NDCs), Long-term Strategies (LTSs), National Adaptation Plans, relevant sector strategies and policies, among others;

(ii) support the country partnership strategy (CPS) process in relevant countries including preparation of upstream analysis and relevant sector assessments to strengthen inclusion of climate change and DRM priorities early in CPS processes;

(iii) support country programming, pipeline development and the preparation of projects and programs related to low-carbon, climate resilient development across priority ADB sectors, while aligning with goals of the Paris Agreement and ADB Strategy 2030 commitments;

(iv) support ODs through consultation/review with the preparation of Terms of Reference for specialists related to climate change and resilience projects/work along with guidance for climate risk assessments and Type II adaptation investments (projects with a significant adaptation outcome or pure adaptation projects).

(v) contribute to efforts to mobilize climate finance from internal and external climate finance sources;

(vi) contribute to monitoring and reporting on climate change interventions, climate finance, and other performance indicators; and

(vii) contribute to knowledge management, communications and partnerships relating to ADB and DMC climate change agendas.

The incumbent might be strategically placed in ODs for an initial period of 3 years and will receive technical guidance and support from designated the responsible Director in the relevant OD and Chief of Climate Change and Disaster Risk Management Thematic Group concurrently Director, SDCD. The incumbent will work closely with other climate change and DRM specialists in the ODs and will work directly with DMC clients, with supervision for critical tasks.
