Skills and Qualifications

• Advanced university degree in public health, social sciences, health and hygiene behaviour change communication, environmental health, public health, water resource management, or another relevant technical field
• Additional relevant postgraduate courses complementing the main degree are required
• Minimum 10 years of professional experience in WASH-related programmes at national and international levels
• Experience across humanitarian, fragile, and developing country contexts required
• Emergency field experience in humanitarian situations, including deployment missions with UN, government, or INGO systems required
• Proven ability to lead teams and deliver results
• Strong knowledge of rural water supply, water safety, sustainability, and sanitation systems
• Experience with rural sanitation, CATS principles, and market-based sanitation
• Knowledge of urban sanitation, WASH in schools, WASH in health centres, and menstrual hygiene management
• Understanding of national WASH policies, plans, strategies, budgets, and expenditure analysis
• Experience in risk-informed programming and climate-resilient WASH programmes
• Humanitarian WASH preparedness, response, recovery, and coordination experience
• Strong programme and project management, quality assurance, capacity development, monitoring, and evaluation skills
• Knowledge of human rights, gender equality, WASH nutrition programming, and knowledge management
• Fluency in English required
• Knowledge of another official UN language or a local language is desirable

Minimum 10 years of professional experience in WASH programmes, including national and international experience in humanitarian, fragile, and developing contexts

SalaryAs per UNICEF P-5 compensation and benefits structure

Job Description

• Lead and manage the UNICEF Ukraine WASH programme
• Report to the Deputy Representative for strategic guidance and direction
• Manage all stages of the WASH programme from strategic planning to implementation and delivery of results
• Provide managerial and technical leadership to the WASH team
• Lead programme development, planning, monitoring, and quality control
• Ensure achievement of WASH outcome and output results as per UNICEF Strategic Plan and accountability framework
• Provide technical support and advisory services for WASH programming
• Strengthen advocacy, networking, and partnership building
• Ensure quality, timeliness, and predictability of humanitarian WASH preparedness and response
• Support innovation, knowledge management, and capacity building
• Coordinate humanitarian WASH response, recovery, and preparedness activities
• Ensure risk-informed, climate-resilient, gender-responsive, and rights-based WASH programming
