Skills and Qualifications

• Master’s degree in environmental law, environmental policy, urban and regional planning, social-political science, climate change, energy, development studies, public policy, or related field
• Minimum 5 years of professional experience in policy research, policy analysis, or programme support related to climate change, environment, energy, or sustainable development
• Experience developing policy briefs, policy papers, analytical reports, and technical presentations
• Experience in policy advocacy and stakeholder engagement with government institutions, NGOs, and development partners
• Familiarity with sub-national government systems, preferably in climate and environmental policy
• Scientific writing experience required
• International peer-reviewed journal publication experience preferred
• Strong time management and organisational skills
• Ability to manage multiple priorities and deadlines
• Strong oral and written communication skills in Bahasa Indonesia and English
• Ability and willingness to work from Bali, Indonesia
• Ability and willingness to travel within Indonesia if required
• Legal authorisation to work in Indonesia required

SalaryConsultant daily rate, commensurate with experience and skills

Job Description

• Support the Bali Net Zero Emission Coalition in advancing Bali NZE 2045
• Conduct policy research, analysis, and evidence-based recommendations
• Review local and national regulations related to Bali’s net zero commitment
• Analyse government, civil society, indigenous community, private sector, and micro-business policy documents
• Prepare policy briefs, policy papers, analytical reports, and presentations
• Support policy gap analysis across energy, transport, waste, wastewater, land use, marine, and coastal sectors
• Lead engagement with provincial and local government institutions
• Coordinate with coalition members and partners to align policy positions and advocacy messages
• Support multi-stakeholder dialogues, technical discussions, and policy forums
• Document stakeholder engagement activities, meeting notes, reports, and outcomes
• Provide capacity building and technical assistance to the Bali Provincial Low Carbon Development Team
• Support project management through slide decks, letters, presentations, TORs, and related documents
• Maintain and share knowledge on lessons learned and emerging best practices
